"We use only 10 % of our brain capacity" Is this information true ? (...)

I always thought that this observation came from looking at scans of hydrocephalic brains where only a "rind" of brain material appears to remain. Yet many hydrocephalics go on to succeed academically and in life with apparent ease.
From the scans I saw the brain material available looked like 10% of that available in a normal brain.
